Scottish contractors are being invited to apply for places on a new £900 million framework covering refurbishment, maintenance and repair work across public sector buildings.
The Scottish Procurement Alliance (SPA) has opened applications for its Refurbishment and Modernisation Scotland (RM4S) framework, which will allow councils, housing associations and other public bodies to appoint contractors for projects throughout Scotland.
The framework is being procured by LHC Procurement Group on behalf of SPA. Applications opened following the publication of the tender notice on 15 October 2026, with a submission deadline of 12 noon on 11 December 2026.
The framework covers 16 lots spanning general building refurbishment and specialist maintenance services.
These include electrical work, painting and decorating, kitchen and bathroom installations, stonework, grounds maintenance, and reactive repairs.
SPA has also introduced workstreams covering damp and mould remediation and aids and adaptations, reflecting the demand for repairs and improvements to Scotland’s existing housing stock.
Contractors can apply for individual lots across five geographical areas: North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland, and Southern Scotland.
The procurement includes provisions intended to support participation by micro and small enterprises.
Up to 10 contractors can be appointed to each lot in each region, subject to sufficient qualifying applications. The selection arrangements include reserved places for qualifying smaller businesses within the stated limits.
Applications will be assessed using a weighting of 70% for quality and 30% for price. There is no charge to apply or secure a framework place, although appointed contractors will pay a 2.5% levy on payments received through contracts awarded under the framework.
The £900 million figure represents the estimated maximum value of work that could be commissioned across the framework’s potential six-year duration. It does not represent contracts already awarded or guarantee that the full amount will be spent.
The framework is expected to begin on 25 February 2027 and run for an initial four years, with two optional 12-month extensions.
Interested contractors must submit their applications through LHC Procurement Group’s In-Tend portal by 12 noon on Friday 11 December 2026. Questions about the tender must be submitted by 5pm on 20 November.
Full details, including eligibility requirements and procurement documents, are available through the official Find a Tender notice, with applications submitted through the LHC In-Tend portal.
